Then plug it in and the water will start to circulate.

Carefully put in more water until it comes within an inch of the top of the basin. Note that it will overflow when not pumping if you fill it to the top edge. When the pump is shut off the water all settles at the bottom of the basin, causing the water level to rise. The water will overflow and cause property damage if the wall fountain is too full.

The people of Rome began constructing ornate fountains in 6 BC, most of which were bronze or stone masks of wildlife and mythological representations. A well-engineered collection of reservoirs and aqueducts kept Rome's public water fountains supplied with fresh water.
